Saudi Freelance Certificate (وثيقة العمل الحر): Requirements, Steps and Benefits

The Saudi Freelance Certificate (وثيقة العمل الحر, sometimes called the Freelance Document) is an official document issued by the Ministry of Human Resources and Social Development (HRSD) through the Freelance platform, freelance.sa. It proves you are registered as a freelancer in an approved profession or activity. Saudi citizens aged 18 or over with an active Absher account can apply, there is currently no fee, and the certificate is valid for one year from the date of issue.

In short: sign in to freelance.sa with Nafath, choose your profession, attach at least two supporting documents, and wait for an SMS with the result. The certificate unlocks a business bank account, e-store authentication and other benefits, and it needs renewing every year.

What the Freelance Certificate is

The Freelance program is an HRSD initiative to organise and grow the freelance economy in Saudi Arabia. The certificate it issues gives a person who specialises in a particular activity official proof that they work independently in that activity.

It helps to understand its limits. The certificate confirms that you are registered with the Ministry, but it is not a guarantee of your skill level, and the Ministry is not a party to agreements between you and your clients. The platform points out that the main protection for both sides is a written contract that sets out the terms.

Who can get it

According to the Freelance platform's FAQ, the basic requirements are:

• You are a Saudi national.
• You are 18 or older (by the Hijri calendar).
• You have an active Absher account.

The platform says the ministerial resolution regulating freelance work allows all Saudi citizens, men and women, to get the certificate, and that includes government employees. Actually practising the profession, though, is subject to the rules of the authority that supervises it and to your employer's policies, so check those first.

Some cases follow their own route. Handicraft makers, for example, are directed to the crafts sector at the Heritage Commission, and certificates for productive families are linked to the National Platform for Productive Families. Pseudonyms are not allowed on the certificate.

Documents you need

The platform doesn't demand a university degree for every profession. Instead it accepts several ways to show you can do the work, such as:

• A qualification (diploma or higher) in a field related to the profession.
• Training certificates in the same or a similar field, or a certificate of participation from an accredited body.
• An account that identifies you (with the same name and mobile number you registered on the platform) and shows samples of work that match the profession.
• An employment or service contract with an approved entity.

You must attach at least two of these for the application to be processed. Some professions have extra requirements, such as a professional licence from the supervising authority, and the platform tells you what's needed when you choose the profession.

How to apply, step by step

1. Go to the Freelance platform, freelance.sa.
2. Verify your identity with Nafath, the national single sign-on. New to it? Read our Nafath guide.
3. Create a new account and complete your details.
4. Choose the category, activity and profession you want.
5. Upload your supporting documents, following the platform's instructions on file types and sizes.
6. Wait for the review. The platform says certificates are issued within three working days after the attachments are reviewed, and you'll get an SMS with the status.
7. Once issued, download the certificate from your dashboard and print it if you need a paper copy.

If your application is rejected, the reason appears in your account under the certificate status, so you can fix it and apply again.

What the certificate lets you do

According to the Freelance platform, the main benefits for certificate holders are:

• Opening a business bank account linked to the certificate.
• Getting digital payment devices (point-of-sale terminals).
• Using e-invoicing systems through an approved provider.
• Authenticating an online store, if your profession is on the approved list from the Saudi Business Center.
• Optional registration with social insurance (GOSI).
• Applying to support and financing programmes.

Check before selling on marketplaces: acceptance of the certificate differs by platform. At the time of writing, Amazon.sa accepted the Freelance Certificate for Saudi nationals, while Noon said it no longer accepts it from new sellers and asks for a commercial registration. If you don't renew, the certificate and every service linked to it are suspended, including the business bank account and your e-store authentication. So don't ignore the reminders. Renewal requirements can differ by profession; some need a licence or a training programme.

How it fits with freelancing on platforms

People often mix up freelancing as a way of working with the Freelance Certificate as a legal document. The certificate won't find you clients, and it doesn't replace building your skills, portfolio and reputation. What it does is put your freelance work on an official footing in Saudi Arabia and give you tools like a business bank account, e-invoicing and store authentication.

If you work with clients through platforms such as Mostaql or Upwork, or with local companies that want a formal contract, the certificate makes your dealings clearer and more professional. Clients can check it with the platform's verification service using your certificate number.

Keep your expectations realistic: freelance results vary from person to person, and building a steady income usually takes months of consistent work.
